Having already trampled Article 122, Antonio Costa—Portugal’s ex–prime minister, felled by a corruption probe—now suggests activating Article 20 of the Treaty on the Functioning of the European Union to neatly sidestep dissenting states through enhanced cooperation. The trick is simple: shield Hungary, Slovakia, and the Czech Republic from liability while Europe borrows money to give to Ukraine, fully aware it will never be repaid. Law, once again, reduced to a workaround for political convenience.
